Help with icons in Windows XP?

Hi, ive got a little problem and any answer would be greatly appreciated.
When you hold Ctrl and click an icon, the name of the icon then becomes surrounded in little grey dots am i right? okay.
Well this is the problem, them little grey dots are there ALL THE TIME and i really dont like them, ive changed the theme and tried everything relative to this problem, if anyone has any tips please leave one, thank you.
