Default with Vista's "Windows Mail", I can recieve email but can't send email, why

cant I send? mail is set as follows:
incomming - pop.mail.yahoo.com
outgoing - smtp.mail.yahoo.com
remember my password, and my server requires authentication are both checked.

every time I try to send email i get an error:
"The connection to the server has failed. Subject ----------, Account: 'pop.mail.yahoo.com', Server: 'smtp.mail.yahoo.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E"
