I have windows 98 but need at least window 98se on diskette?

I have windows 98 on my laptop I need to put at least windows 98se so that I can add a usb Pcmcia card, which in turn will allow me to add an external cd rom and a mouse. Unfourtaintly as of right now all I have is a 3.5 floppy drive and I can't find window 98 se on anything but cd. does anyone have any suggestions? Or is there any other way to put usb on this laptop? I have a dell lx4100t.
Do all USB PC cards need drivers? A lot of the ones on ebay say nothing about installing drivers. Then on dell I found one for a little bit more than ebay but it said that it doesnt need additional drivers. So is there a possibility that the ones on ebay dont need additional drivers either
I cant download anything without the internet. All of the internet PCMCIA cards also have cd drivers. So I still cant do that. It all goes back to needing the USB PCMCIA to get the external CD rom. It has been driving me insane.
