Log in safe mode as 'Administrator'.
Open Windows Explorer. Navigate to C:\Documents and Settings\Username\Desktop.
Select the file and delete.

Deleting files that will not delete can be frustrating. Ususally the problem is because the file is in use by windows and cannot be deleted. You can look in the task manager (ctrl + alt + delete) and look in the proccess tab. If you can find the culprit, just end that proccess and attempt to delete.

If the file still does not delete you can boot into safe mode (tap F8 at boot repeatedly) and choose to boot into safe mode. This loads only the absolute neccessary drivers and you should now be able to delete the file.

If the file still does not delete you can move on to the sure fire methods. Manually delete the undeletable file or get a program to do it for you. Follow the link below for instructions.

The easiest way is to get a program, I recommend Remove on Reboot Shell Extension.
