How do you bring a Windows 2000 PC back to Windows 98? ?

I have a computer with Windows 2000 Professional Operating System. It keeps freezing up soon after boot up. I logged on as the administrator and went to control panel. I then go to Add/Remove Programs and it freezes as soon as that screen comes up. I have found the issue is the Operating System. I believe it originally had Windows 98 SE, but it then someone upgraded to 2000. I was trying to use Add/Remove Programs to bring it back to Windows 98 SE, but since it keeps freezing, I can't. Is there another way to bring it back to 98? Is the Operating System not the problem? (Please note I popped a hard drive with Windows 98 in there, and it didn't freeze up at all, but I couldn't get the internet on it, and I didn't have a good (Updated) video driver. Therefore, I couldn't keep it in there). Please help me soon!
