my laptop is frozen on welcome screen and can only get it working on safe mode?

when i sign in on my windows vista on my toshiba laptop, it stays on the welcome screen. i can only stop it when i hold down the power button to shut it down. when i start it back up again i get the option of starting it normally which gives me the same problem or to start it up in safe mode which gets it running but can only use certain programs. i have a windows security alert where it says that windows security is turnt off and i cant get it back on. i dont know what to do and would be very very grateful for help please!!
