Default Scanner I can talk to?

My friends and I are trying to figure out how to use a frequency and talk to each other on it for our yard business. Please lead us in the right direction. I see taxis with them and I know the police use them but I can too right? I have a scanner already, but there's no place to insert a 'transmit' vocal device. Is this ham radio? Please help me out! It would make our communication so much easier, where can I get something where I can talk to them, and them to me? We used to use a CB but it only works within a few miles and we work all over town. And do I need a huge antenna based in a home or can I just use a small antenna for my car. Please help!!! thank you!
