Default Where is my backup utility on my XP home edition laptop?

When I double click "my computer", right click "hard drive c", click "properties", click "tools", I only see "error-checking" utility and "defragmentation" utility. Where is my "backup" utility? I have it on my old win98 computer and on my other XP media center laptop.
